Panini Instant is print-to-order: a card goes on sale in the days after a fight, stays available for a short window, and the print run is whatever sold. That makes Instant the fastest way a new UFC fighter reaches cardboard, and for a run of fighters who debuted in 2021 and 2022 it produced their first card.
Those cards carry Panini's printed RC logo. TCDB, the reference most of the hobby uses for rookie flags, does not flag them. It flags the fighter's first cards in the regular releases instead: Prizm, Donruss Rated Rookies, Select, Optic. So for these fighters two credible references point at two different cards.
The working pick is the earliest TCDB-flagged RC in a regular release. The Instant card is recorded on the same page as the other candidate, the rookie guide is marked working pick rather than settled, and confidence is shown as uncertain.
Why not just take the first card?
Because the RC logo on an Instant card and the RC flag on a Prizm card are different kinds of evidence, and neither side is obviously wrong. The logo is the manufacturer's own designation. The flag is the hobby's reference database applying its rules consistently across products. When they disagree, the honest thing is to show both and say which one the archive leads with.
Instant print runs are also announced totals, not serial numbers. A back that reads '1 of 616' means 616 were printed; it is not a numbered card, and FightCardboard doesn't record it as one.

- Raul Rosas Jr. — 2022 Instant #146 (2,468, from seller scans; not on TCDB) came first; working pick 2023 Prizm #8.
What would settle it
A Panini statement on how it intends the Instant RC logo to be read, or TCDB changing its flags. Until then each of these fighters' rookie guides shows the dispute rather than hiding it, and the Instant card keeps its own record with its print run.
